Government Cell Phones

The United States government offers a free government cell phones program called Lifeline.  The Lifeline program was created as a way to help low-income families be able to have access to a cell phone during an emergency.  It was originally started by President Ronald Reagan back in 1985 and had tremendous bipartisan support.  No adjustments or changes were made to Lifeline by the FCC until 1996 due to the 1996 Telecommunications Act.  The program back then provided landline phone connections to low-income households for as little as $10 a month.  In 2008, the program was brought into the 21st century by the Bush Administration and the FCC by making the exact same program available for wireless phones.

Why did the government step in to help people have a cell phone?
